Glossary

3T

Outermost · Frontier · Underdeveloped

For the Indonesian government, 3T is an administrative classification. For logistics operations, this is a map of regions where standard assumptions stop applying, vessel schedules depend on weather, roads change in the rain, signal disappears every kilometer, and the local partner list is more valuable than the fleet.

The document below is a record of six regions where ABC Express distributed Gerakan Literasi Nasional (GLN) Kemendikbud book packages throughout 2024. Each dossier contains the actual route taken, transport mode combinations, and field notes from the handling team that executed it.

Tual

Maluku · 5°37′ S · 132°44′ E

Kei Islands, Southeast Maluku. ABC Express handles GLN 2024 book package distribution to elementary schools in Dullah Island and surroundings. Route: container vessel Surabaya–Makassar, then pioneer vessel Makassar–Tual following a weekly schedule that often shifts due to Banda Sea weather.

Local handling teams deliver packages directly to school principals, with per-school handover documentation as proof of distribution reported to Kemendikbud.

Ohoiel

Maluku · 5°41′ S · 132°45′ E

Ohoiel village in the Kei Islands, Southeast Maluku. One of the most complex GLN 2024 distribution points: after cargo enters the Tual port from Surabaya, packages are transferred to speedboats to reach coastal villages, following the tides and the Banda Sea weather.

ABC Express coordinates with school principals and local village officials to ensure GLN book packages arrive intact, to the right recipient, and on time before the school year begins.

Merauke

Papua Selatan · 8°29′ S · 140°23′ E

South Papua, on the border with Papua New Guinea. GLN 2024 book package distribution to elementary schools in Merauke and surrounding districts. Combined route: container vessel Surabaya–Jayapura, then local feeder to Merauke; for inland schools with difficult access, some cargo is sent by air.

ABC Express's handling team manages per-school handover documentation and coordinates with district education offices as proof of distribution to Kemendikbud.

Capital of West Papua on the northern coast. ABC Express distributes GLN 2024 book packages to elementary schools in Manokwari and surrounding districts via the Sorong port as a regional hub, then overland trucking through the Arfak mountains whose character changes during the rainy season.

Local agent networks ensure packages are delivered to the final point, including remote schools, with consolidated proof-of-receipt documentation for Kemendikbud reporting.

Pujungan District, Malinau Regency, North Kalimantan, Dayak highlands directly bordering Sarawak. One of the most remote GLN 2024 distribution points: vessel Surabaya–Tarakan, longboat along the Sesayap–Malinau River to Long Pujungan, plus pioneer flights (MAF/Susi Air) for priority packages.

ABC Express delivers GLN book packages directly to schools such as SDN 008 Pujungan in Long Belaka, with per-school handover documentation as proof of distribution reported to Kemendikbud.

The largest island in North Maluku. GLN 2024 book package distribution to elementary schools in Tobelo, Weda, Sofifi, and Maba. Route follows Surabaya–Bitung–Ternate, then local vessels to Halmahera ports, with loading/unloading at inter-island public docks.

The ABC Express handling team in Ternate manages inter-island logistics documents and coordinates with local district education offices for per-school handover.

Field Notes

What makes remote distribution work.

01

Multimodal bukan slogan | itu kontrak tunggal.

Every 3T route involves at least two modes (sea+land, or sea+sea+land). We coordinate every leg, one contract, one point of accountability. No document handoff to a third party mid-journey.

02

Agen lokal verified, bukan koordinat di peta.

Each region has handling partners we've worked with for years, who know the harbormaster, port police, pioneer vessel schedules, and road conditions. This knowledge isn't on Google Maps.

03

Dokumen disiapkan per region, bukan template.

Way bills, vehicle registrations, inter-province truck permits, K3 documentation, and shipping papers are all prepared by our team with an understanding of local rules that differ across regions, especially in Papua and North Maluku.

04

Visibility that works without a signal.

Real-time tracking ideally happens online. The reality in 3T regions is that signal isn't always available. We run daily progress reports via radio and satellite, with stakeholder summaries that stay accurate even when cargo passes through dead zones.
